HANDLING OF DOGS TO FOREIGN COUNTRIES,
ACTIONS OF THE MINISTRY OF HEALTH

To address the problem of handling pets to some European Union countries and the lack of traceability of animal movements, the Ministry of Health has formed a working group. The

Il Sottosegretario ha riferito che, il 19 novembre scorso, il Gruppo ha affrontato il problema della movimentazione dei cani in ambito intra ed extra comunitario, ed ha concordato di elaborare "un documento specifico, in cui si evidenziano, tra l'altro, due importanti iniziative legislative a livello comunitario, che contribuiranno a rendere più facile il controllo di tali movimentazioni". Le iniziative in questione sono:
1) la recente adozione da parte della Commissione Europea di una proposta di modifica del Regolamento CE/998/2003 che fissa a cinque il numero massimo di animali che possono essere movimentati, senza fini commerciali, al seguito dei proprietari o responsabili anche negli scambi;
2) approve a scheme of the Commission's decision, amending Directive 92/65, and health certification is required as part of the database system that records the movement of animals across borders within the countries EU, together with information on border veterinary checks of shipments from third countries, which are required to control system (called Trade Control and Expert System - TRACES), even for non-commercial movements of animals if the themselves exceed the five units.
During the same meeting, the Secretary added, "it was agreed to establish a national procedure aimed at regulating the transfer animals to other European countries, in order to ensure traceability and to have adequate insurance on their destination. The procedure is identified as follows:
1. animals are handled must be identified by microchip and registered in the National Dog Show;
2. All animals must have moved Passport CE/998/2003 under Council Regulation laying down the certificate also care of any pest control treatment and vaccination required by the destination country
3. Animal protection associations willing to perform these movements should notify ASL territorial jurisdiction, specifying the identity of the Association ricevente o del privato cittadino che adotterà l'animale;

6. trasmissione annuale di un resoconto di tali movimentazioni dai Servizi Veterinari territorialmente competenti, tramite gli uffici competenti delle Regioni, al Ministero della Salute - Direzione Generale della Sanità Animale e del Farmaco Veterinario.
